Overview

AEM Base Funding

In 2004 the New York State Department of Agriculture and Markets, in partnership with the United States Department of Agriculture, the New York State Soil and Water Conservation Committee and County Soil and Water Conservation Districts (SWCDs), established the AEM Base Funding Program as a means to provide non-competitive funding to all interested Districts to develop five-year county level strategic plans. Today, the AEM Base Funding program continues to provide SWCDs with non-competitive funding to implement those plans. The AEM Base Funding initiative enables all Districts to participate at the same funding level, making it possible for more farms to participate in AEM, increase conservation planning activities, and protect past investments through conservation plan updates and BMP evaluation statewide.

Contract Policy

The funding strategy serves as the scope and budget of the AEM Base Funding Strategic Plan Implementation Contract. The approved contract includes provisions and procedures to successfully complete the contract deliverables. The following are the terms for AEM Base Funding Contract Payment:

  1. Contracts will be for one year May 7, through May 6 of the following year.
  2. 25% of the contract amount will be received up-front after signing the contract.
  3. The remainder of the contract amount can be delivered as soon as the appropriate documentation has been provided verifying that performance measures are complete and deliverables have been met.
  4. An interim Progress Report is due at the State Committee Office by October 31.
  5. Final reports are required as part of the ‘deliverables’ for each tier completed.
  6. Deliverables must be approved by your regional AEA/WQS and received by the SWCC office no later than July 6 th for payment.
